There you go. A basic and simple pix stretch tut.
I used my Rust Grunge brush set to do the brushing.

I really like what you did, with this tutorial. It's easy to follow, and while it still is pixelstretch, it has some original aspects to it.

Acculey I disagree with Kenny about saving I say unless you are using animation save everything as a png. The quility is better than jpg. For animation use gif!
