Picture editing question

Im just gonna get straight to the point, I know that the camera did not make this photo the way it is and i was wondering your opinion on what they did to manipulate it.

Now in this picure i guess they used a motionblur, but how did they make it look like the wheels are spinning? This was a still shot.

for the first i believe they might have added a transparent-to-black radial gradient colouring on soft light and smudged it a lil... looks pretty nice. maybe theres also some fiddling around with layer modes and a lil motion blur, but i cant really tell :/

Doesn't like they did much to the first one.. some luminance blending, vignette or LOMO then the border.

For the second one, are you sure its a still and not a paced shot? Where the photo is taken from another car pacing the one in the shot?

The car was shot with a camera on a tripod.

The black rims seem to come out the best, the silver rims are harder to form, or it just might be the size of the pictures
