Well, what you do with IWarp is click the mouse around like you are brushing/smudging on the panel screen on the left side of the window and the right side is to adjust settings of the warping or distorting you do.

Are you using the MOVE option or the GROW option? For this you probably want MOVE and you may want to mess with the size and strength.

When I do it it just moves the image and makes it bigger.

You probally set your deform mode to grow then.
