If you have Windows, you can download it here (at the very bottom of the page): http://gimp-win.sourceforge.net/stable.html.
If you have Linux, you can get it here: http://ftp://ftp.gimp.org/pub/gimp/plug-ins/v2.2/gap/ (I haven't a clue how to do what needs to be done, so don't ask! LOL!)
If you have MAC, get another program!  GAP isn't made for MAC, sorry.

I'd rate you as an upper-middle-lower-mod with pro-novice-inter tendencies.....and a twist of lime!  Of course, my rating scale is completely objectively subjective, but ALWAYS consistently inconsistent.

o and fence, I did followed this tut so many times and did it but at the final, I cant seem to get the snow moving...It just shows snow but its not animated, and once I got it to work but it only blinks the stock and snow.

Without seeing your results, it's hard for me to speculate.  However, it sounds like you missed a step in the Move Path section, as that's where things are put into motion.  If you can post an image for me to see, I may be able to give you some additional advice.  Don't give, GAP is a tough animal to learn.  Most people give up on it because it's not the most user friendly and the "help" files really aren't much help either.

I did the move path thing and filled in the numbers excatly shown in your pics, and did the anim preview, Im thinking my problem is when you say dont save untitled and stuff. From there one to the Tut after that.

Well, again, I reiterate, it's hard for me to help you out when I don't actually have something in front of me.  In GAP, when you do an animation preview, it creates a new file to show you the animation as it will look.  Sometimes you can close the Move Path tool and work with the animation preview immediately.  In this particular case, I wanted to show you how to save the animation another way and eliminate the very last frame of the animation because it is a duplicate of the first.  I could have had you just work with the animation preview file and deleted the last frame manually, but I wanted users to do it the other way.  The only thing I can tell you is that if your animation preview works properly, then you've entered everything in the Move Path tool correctly.  If the preview does not look right, you haven't.

Nice job, JKM!  Thanks for trying it out.  See, even newbies can get good results with GAP! *pokes experienced GIMPers still afraid to test the waters*  ::)
