Select alternate Layers

i have 2 groups layers 1 in, 2 in, 3 in, 4 in...etc -----1 out, 2 out, 3out, 4 out...etc. My problem is how to alternate layers  1 in, 1out - 2 in, 2 out - 3 in, 3 out
I move single layer manually, is possible automatically?

As far as I know, moving layers needs to be done manually.
